Team Structure Ideas

Idea is to eventually have a ticket system like Trac and allow a wide gropu of developers to accept work request tickets on a fee per ticket basis.

the development structure will then need to support, like open source projects do, a review and checkin/checkout process for developers that don't necessarily have access to the overall project, but only to pieces and modules
